Private propery as a concept is accepted by all people in the confedation, if people change their mind or new people born that doesn't like it, they are free to leave, if they refuse this option they can be killed, tortured, enslaved or anything land owner wants to.
Land owners can do anything they want on their land. Except for holding people inside against their will or producing externalities for nearby property of others.
Government
To uphold this rights something must be done... But it will create more centralization or introduce democratic decision making, both of which are not favourable. So, it will never work...
