Petitionism is an ideology where the entirety of the government is controlled by petitions. That can be through "daily petitions" coming into your doorstep with the newspaper and the ads for that one pizza place you didnt even know existed, a very threataning looking government official asking people to sign his petitions, or through the internet, also known as what would happen if Change.Org ran a government, which kind of makes it a type of 
E-Democracy I guess?
Personality
Petitionism is unhinged and wild when he is out getting people to sign his petition. Nothing will stop him in his path to get signatures and will will often go up to every single person or knock on every single door in sight in order to ask for ask for demand signatures.
