    Panemism is the political ideology and socioeconomic system of Panem, the setting of The Hunger Games, a series of young adult dystopian novels.

    Panemism is a totalitarian ideology, where the government enforces its authority over the people using nationwide law enforcement and police brutality, as well as mass surveillance. The government suppresses both negative liberty (the freedom to do things) and positive liberty (freedom from hunger, poverty, etc.) in order to subjugate the people of the twelve Districts and control every aspect of their lives. Only the people of the Capitol live comfortably, having given up all of their civic responsibility and capacity for self-governance in exchange for "bread and circuses" ("panem and circenses" in Latin), a life of luxury.

    Economically, it is somewhat reminiscent of feudalism but on a macro scale, where each of the Districts specializes in a certain industry and supplies resources and energy to the Capitol in exchange for "protection and security". In reality, this is simply the oppression of the Districts by the government of the Capitol.

    Panemism is notorious for upholding the tradition of the Hunger Games, an annual, televised, free-for-all battle to the death between twenty-four adolescent "tributes" from the twelve Districts. The Games serve as entertainment for the citizens of the Capitol, and as a reminder of the Capitol's victory against the First Rebellion for the people of the Districts. The event also serves to instill fear in the people, and is a symbol of the Capitol's authority.

    Personality

    Panemism is a sadistic, power-hungry autocrat who loves enforcing his authority over others. He often tries to swindle other balls out of their freedom, asking for a small sum of resources or money and offering "bodyguards" and "safety" in return, which actually turns out to be brutal.
