PCBaller World: PCBA Edition - Balkan Federation

    PCBaller World: PCBA Edition

The Balkan Federation, simply known as the Balkans, is located in the southeastern part of the European continent and it stretches from the Black Sea, Aegean Sea and the Straits of Dardanelle and Bosphorus all the way to the inland regions of the Carpathian Mountains and the Balkan Mountains. The geography of the Balkans varies going from coastal plains to hills and later mountains as you go further and further inland, but this sort of varies based on which of the main regions in the Balkans you're in. The major rivers of the Balkan Federation are the Danube, Mures, Iskar, Struma, and Nestos rivers, to name a few of the rivers.

    2026: Founding

After the Third World War (WW3), a war which saw the first use of nuclear weapons during a time of war after 1945, causing the deaths of millions,   Romania,   Greece and the sane parts of   Turkey were left at a crossroads about what to do in the future and the troubling thought of recovery as they too took significant hits from this conflict as these places were right on the edge of the Western sphere of influence and were closer to Russia, meaning they would end up being affected by it.

These regions, which all shared similar goals would eventually be united by a   big tent liberal bloc consisting of   intellectuals,   progressives and   urbanists and which would allow for a new Balkan Federation to be created, it actually being dominated by this political bloc and this bloc would exert power through authoritarian means, such as political persecution, media suppression and other such tactics while still having forms of majoritarianism like voting and such, basically it would be a   competitive authoritarian regime, but this was either hidden under the word "democracy" or most of the time just defended as the necessary thing to implement during these times of instability.

This would allow for the formation of the   Democratic Party of Balkans, which would be the dominant political party from then on and today, winning elections with very high margins (essentially having a supermajority/landslide victory) and it would be following the visions of liberal intellectualism, urbanism, progressivism and authoritarian democracy in order to guide this war-battered place towards prosperity once again and it would be key to how the country was founded after a wave of political demonstrations that came in favor of this big tent liberal bloc in Romania, Bulgaria, Greece and Thracian Turkey that would eventually see the unification we have today.

Basically, these places would think that being united in these tough times is far better than being divided and the DPB would be, according to the people the best choice and as such they have accepted this Singaporean-style authoritarian system and it has guided this Balkan Federation ever since.

    2026-2035: Reconstruction

So, from the beginning, the   DPB knew that the period of reconstruction would be hard, so they had to think pretty pragmatically about things, even sacrificing a few of their core beliefs, but the things they did are to be outlined here:

First off, they decided to create a   sovereign wealth fund, that would have shares in successful companies and would create state-owned enterprises in   narcotics,   brothels,   casinos,   public transportation,   land-rent and finally   mass media in order to facilitate state revenue and later a huge cut in taxes, which would mean the removal of corporation tax, income tax and property tax and other taxes in favor of carbon dioxide taxation, congestion charges & parking costs, vehicle mileage taxation and nationalization of land-rent (land value tax) (also provides   inclusive public housing) which would be the bulk of government revenue, enough to ensure balanced budgets.

This would allow for a   massive stream of foreign investment (FDI) into the country and this would pave way for massive amounts of growth as it would allow for governments to build massive and beautiful urban centers that would be the centers of this booming economy and would allow for the creation or at least the presence of   oligopolistic corps from home or abroad thanks to this policy and would be a key factor in driving economic growth and popularity for the regime.

While this had many advantages, they did recognize that one main disadvantage would be the excessive amounts of   corruption & lobbying and as such stringent corruption and accountability laws would be put into place to ensure a meritocratic system that wasn't just a corporate-controlled state, sure the corporations and the state would cooperate, but it was clear that the state was above as it would also have a degree of corporate control and consumer protection, making sure that   oligopolies, not monopolies were the law of the land and that the government would remain meritocratic and separate from corporations.

Third, there would be many   public-private partnerships in the commanding heights of the economy between the state and corporations, such as in infrastructure, military, information & technology, aerospace, arts and other such heights in order to drive economic growth and to encourage further corporate investment and economic growth through corporate activity and public works within the country. This would also come through the fact that the government would   spend a lot of money in order to drive up this economic recovery through consumer and corporate activity.

Finally, the government would create the seeds of a   new education system, that would be based on charter schools and as such offer students a much better and much more modern and civilized education experience, charter schools being private schools which are publicly funded and this system would combine the system present in Finland with the system of charter schools, also integrating into it school vouchers and these schools have fewer rules but greater accountability and as such this has paved the way for a more liberal and more educated Balkan Federation, also further cementing the dominance of the Democratic Party of the Balkans, the one that I mentioned before.

These would be the 4 main pillars of the   Reconstruction Period and it would lead to a Balkan Federation with much greater prosperity levels than otherwise and it would lead to it having an energy grid 100% based on renewables & nuclear power, it would lead to it having good anti-corruption stats, it would lead to it having good economic growth and thanks to its   strong NIT, it would have stable demographics at replacement level fertility rates, with the middle-class and wealthy giving a decent (for the middlers) and high (for the wealthy) birth rates and it would also make it a beacon of things like   automation but also in things like   military within Europe, allowing this Balkan Federation to be economically and militarily powerful.

    2035-2040: Present

Today, the   Balkan Federation has a very high human development index (HDI), which is similar to countries like Singapore and Ireland, at around 0.94-0.95 and it is growing as the Balkan Federation advances economically, technologically and scientifically, paving way for further human development. Its GDP/Capita is 43.589$, meaning that it has a GDP of 2.416T$ and it continues to grow at a rapid pace of around 5%/year as of today and its official currency is the Balkan Dinar, which is around 2-3 dinar per 1 dollar, with the value varying but tending towards a closer and closer value to the dollar and it has become   internationally recognized. So yea its economy is doing pretty good, it receives a lot of foreign investment and more.

Technologically, the Federation has shifted towards   renewable energy and   nuclear energy and thanks to the implementation of carbon capture (artificial and natural) and also other policies that were meant to decarbonize the federation has managed to surprisingly decarbonize pretty rapidly, for many reasons, such as subsidies & tax credits to eco-technology and also high rates of carbon and other ecological taxation that disincentivized the emissions of harmful greenhouse gasses and also it has embraced and implemented   automation and artificial intelligence allowing for boosts in economic growth and productivity while also offsetting the effects it would have on workers through the negative income tax that I mentioned previously.

It is also known as a   tax haven, due to it having no income, corporate, property, goods & services taxes and most other forms of taxation, relying instead on revenue generated from   nationalized land-rent ,also the many state-owned enterprises I mentioned in mass media, public transit but also vice industries like narcotics, brothels and casinos and finally through things like   carbon taxes & congestion charges/parking costs, in order to encourage the rapid deployment of eco-technology (and to also reduce car usage in big cities). Through this it is beginning to see high economic growth similar to the one seen in   Ireland in the 2010s and 2020s as it became a tax haven and a base of operations for tax-dodging big tech companies, while also becoming the   Singapore on the Bosphorus, due to the many similarities.

The Balkan Federation has also chosen to   re-militarize, re-implementing mandatory conscription for 3 years between the ages of 18 and 21 and also maintaining a decently large active and reserve infantry size in order to prepare for the many murky things that are about to happen militarily. It also has, through   shell companies, bought uranium mines in   Australia and   Canada which were useful in building up its nuclear power plants, having around 50 nuclear power plants, while around 35 of them were regular CANDU reactors, around 15 of them were molten salt reactors and small-modular reactors. These companies were also useful in enriching hundreds of kgs of uranium, developing a stockpile of around   100 nuclear warheads that it uses for deterrence and it also built the Thunderbolt I intercontinental ballistic missile (ICBM), meant to strike targets basically anywhere within the world (15,000 km range).

The Thunderbolt I has also been modified into a multi-stage rocket for the   Balkan Aeronautics and Space Agency (BASA), it launching many spy and commercial satellites in the 2030s and having launched the first Balkans in orbit (1 Romanian, 1 Turk and 1 Greek) since the Soyuz program in the 1980s, this being part of the Nyx program and as part of the Selena program has launched unmanned landers and rovers to the lunar surface, allowing it to enable many achievements and soon even a crewed landing as the Thunderbolt II (which had an extra stage) was used for LEO (manned/unmanned), GSO (unmanned) and Moon (unmanned) while the Thunderbolt III had two boosters on its sides, allowing for eventual manned lunar landings (which haven't happened yet).

Based on terrain, the country of the   Balkan Federation is divided into the following 4 regions:

    • Coastal region
    • Plains region
    • Hills region
    • Mountains region

    Coastal Region

This region is located on the Black Sea, Adriatic Sea and Strait of Dardanelle/Bosphorus coasts and its climate varies from temperate continental in the northern areas of Bulgaria and Romania to subtropical mediterranean in the southern areas of Greece and Turkey and the coastal region represents the main population center of the country, but also the main tourist area.

    Important Cities

    •   Constantinople: Constantinople has a population of 15.46 million is a technologically advanced city and is the regional and national capital of the Balkan Federation, it being renamed to its old name after almost 100 years of being called Istanbul. Its geographical position has helped it become a very important tech and research hub for the federation, driving the nation forward.
    •   Athens: Athens, with a population of 3.15 million, just barely above Constantinople has become the main tourist center of the country, also being a respectable city within its own right, having tech and research hubs, but places like the Parthenon and the Acropolis remain very iconic places, more so than even the Hagia Sophia and the Europe-Asia bridge due to their historical role.

    Plains Region

This region is located in the interior part of the country, even if not that much in the interior. The largest area in the plains region is known as the Romanian Plains and it stretches from Eastern Muntenia all the way to Western Oltenia, with the plains region being very small in the Bulgarian, Greek and Turkish regions of the country, with mountains being more dominant in those areas overall. It is also the agricultural center of the country.

    Important cities

    •   Bucharest: Bucharest has a population 1.88 million and is the largest city within the plains region and is special due to the fact that it sits entirely on low-lying lands (around 100 meters or less) and is well within the interior, although it is decently close to the Danube river that is to the south, straddling the borders between the Romania and Bulgaria regions (these are like the Midwest/West coast and such regions in the USA category-wise) and the Dambovita river also goes through it. It has tourist attractions like the Palace of the People (which was formerly the Romanian parliament, now it has been turned into a tourist attraction and represents a large remnant of the Ceausist regime) and also the Old Center.
    •   Adrianople: Adrianople, which was formerly known as Edirne and has a population of 180k and like Bucharest is also within the interior, but is not as distant from the coast as the former, its not that touristy, only being known for its mosques but it does stand out in its rich history, especially through scenes like the Battle of Adrianople (376 CE).

    Hills region

This is the most powerful position in the   Balkan Federation. , and it is held by someone who is from the   Democratic Party of the Balkans (the dominant party) and it is as of right now led by   Octavian Wefedscu and they would be responsible for the day-to-day governance of the country. They would appoint a cabinet of   experts who will guide the nation through   science-based policy. He is elected every 5 years using a   single-round popular vote, where the candidate with the most votes in that round gets to become the President.

He also has the role of being   Commander-in-Chief, having the right to declare war as he sees fit and he would also be granted the authority through the   constitution to enforce national policies using the   law enforcement and even   military.

While the President can serve for life, he can be impeached by the   legislative branch if he does acts of   corruption or   treason, aka violating the national civic interest of the Balkan Federation and as such no longer has any merit to rule, also shattering his commitment he made of ruling for the people and as such he has to be impeached (removed from power)

      Parliament of the Balkans

The   Parliament of the Balkans represents the legislative branch of the Balkan Federation and it consists of   democratically-elected representatives and there would be around 450 of them, most of them being from the   DPB while the other political party MPs would be essentially a   democratic facade, as they belong to parties with basically a very similar or the same agenda as the DPB, just with different branding. They create the laws and send them to the cabinet, where they would be signed into law by the President, if accepted by the cabinet and can make comments about policy, however they don't have the final say. Finally, the parliament is elected every 5 years, around the same time as the President through a system of   proportional representation voting (PR). Here's the composition of the legislature, based on how many seats each political party has:

      Parliament of the Balkan Federation

    •   Democratic Party of the Balkans (DPB) (353/450)
    •   Social Democratic Labour Party (SDLP) (48/450)
    •   New Conservative Party (NLP) (31/450)
    •   Business Growth Alliance (BGA) (14/450)
    •   Workingmen's Party (WP) (2/450)
    •   Balkan National Party (BNP) (2/450)

The Balkan military, also known as the   Balkan Armed Forces has 5 military branches, these being the Space Force, the Air Force, the Land Forces and the Navy Forces, with each of them being outlined below. The total of number of active-duty soldiers as part of the military is around   761,000 soldiers and is a testatement to the Balkan Federation's commitment to protecting its own boundaries.

The   technological department is also an important department as it is meant to adjust the military to the future of warfare as quick it can and this comes through multiple programs like the   X-plane program, which tests technologies like hypersonic missiles powered by scramjets or even rocket engines, very stealthy plane designs and even orbital spaceplanes, it also has the Stingray program, which is meant to test lasers for stopping ICBMs/hypersonic missiles, microwaves/radio-based weapons for EMPs and anti-drones and even testing anti-satellite weapons, with some successes and some failures, but the trajectory is clearly towards successful implementation for most of these.

      Balkan Space Force

The   Balkan Space Force was established in the year 2032 in order to take into the account the growing role outer space would have on future military combat and strategy. As such, this Space Force is in control of things regarding space, like the intercontinental ballistic missile silos, the spy satellites and also satellite constellations that are for the Balkan military and people, like GPS. Basically, it is meant to protect the military interests of the Balkan Federation in the cosmos. Here's what it has:

The   Balkan Federation has recently shown a spike in its aerospace industry, as its   Balkan Aeronautics and Space Agency (BASA) has been gaining traction, it receiving around 20B$/year in funding from the government and it also utilizes   public-private partnerships (P3S) with aerospace companies like Romaero and Arcaspace, among many others in order to improve its efficiency and effectiveness.

It has also worked with the   Balkan Space Force, modifying a Thunderbolt I intercontinental ballistic missile (ICBM) into the Thunderbolt II rocket, which also added upon its orbital capabilities and the Thunderbolt III, which included boosters on top of the Thunderbolt II rocket which could get it to the Moon. In 2034, the federation would send its first 3 astronauts into low-earth orbit, one being Romanian, one being Greek and one Turkish, followed by another mission in 2035 with 3 astronauts into LEO, with one being Bulgarian, one being Aromanian and one being Macedonian, showing the inclusivity of the program known as Nyx.

Orbital missions would continue in 2037 and 2038, this 3rd mission seeing the first female astronaut of the Balkan Federation going into space(and orbit) and the 4th would see the first black astronaut of the Balkan Federation going into space and into orbit.

Then, the   lunar mission program, known as Selena, also known as the Lunar Exploration Program of the Balkan Federation would be undertaken beginning in 2038, with the Thunderbolt III successfully launching a reconnaissance satellite known as Poseidon I and would put it into lunar orbit and it would successfully land the Selinis I lander and deploy the Ay Kasifi rover on the lunar south pole, with many scientific equipments inside like spectrometers, radars, antennas, seismometers etc. and it would be useful in detecting important elements like water ice, sulfur, iron oxides etc. and the orbiter would be useful in finding a potential crewed landing site and also resources at the south pole of the Moon. This mission success would then be repeated in 2039, with the Selinis II lander and the Ay Kasifi II rover and the Poseidon II orbiter, yet again an unmanned mission, showing the commitment the federation has to exploring the new frontiers of space.

It has also begun launching the   Photon rocket, a very special kind of rocket as its engines, the Prometheus engines, are 3D printed, electric-pump fed engines powered by kerolox, but it is also partially reusable. While initially, its partial reusability came from landing its first stage on a landing pad or drone ship pad, instead having its first stage be recovered using a parachute and a helicopter, meaning that it doesn't have to preserve as much fuel meaning it can carry more payloads into LEO and it also reduces expenses from using landing legs and the Photon rocket has so far launched 17 times carrying mostly satellites into orbit and its reusability has already been demonstrated. While it can only send 20t to LEO, 6t to GSO and 2t to Heliocentric orbit in its current configuration, it can choose to go fully expendable and send 25t to LEO, 10t to GSO and 5t to heliocentric orbit, rendering it a heavy-lift expendable launch vehicle instead of a medium-lift partially reusable launch vehicle.

Private companies like   Arcaspace have also been pioneers of reusable rocketry in the Balkans, launching for the 3rd time tourists into space after dropping their IAR-111 spaceplane from a Boeing 747 at 15 km in altitude, a solid rocket booster below the spaceplane pushes it into space, while the hydrolox engine pushes it into orbit and also then, with the very few fuel it has left, deorbits it and then the spaceplane glides . Luckily, the rocket has had static fire tests and other safety tests to ensure the safety of the crew inside and so far it has launched 12 civilians (albeit rich ones) into not just space but low-earth orbit, with all of them landing safely on a Calarasi runway, where Arcaspace launches their rockets.

In conclusion, the   aerospace industry is a fast-growing industry within the Balkan Federation and it continues to be demonstrated through BASA's orbital missions and unmanned lunar lander and rover missions and also orbiter missions to the Moon. Private companies like Romaero and Arcaspace, but also BASA (the government space agency) are beginning to test the concept of partially reusable rockets in order to reduce costs of spaceflight per launch and they have also been sending orbital missions themselves as well. In the future, BASA plans on having its own space station in order to enable long-duration stays within low-earth orbit of Balkan Federation astronauts and it also plans on future crewed lunar landings and even a robotic research station and also a lunar base on the South Pole of the Moon, but these are only future plans for now...

The   economy of the Balkan Federation is growing at a very fast pace year by year and this is thanks to its status as a   tax haven, which has prompted many corporations to come and seek operations here, boosting the economy of our very own country and being helpful to society at large. The economic growth of the Balkan Federation has been used benevolently, with the Balkan government offering   inclusive public housing,   negative income taxation (NIT),   Bismarckian-style healthcare,   workfare and finally   food stamps to people in order to give them a decent, well-off life and to prevent them from slipping into poverty and to also keep consumer demand as high as possible.

While yes,   automation has served as a great thing which has replaced a decent amount of jobs, leaving millions unemployed, there are still people working, using the effects of automation and AI to their advantage, lowering their working hours significantly, while they also receive   workfare, encouraging them to continue working and to make the best of their work experience. Artificial intelligence has become a vital part of the economy of the Balkan Federation and contributes a higher and higher percentage of the GDP and has also contributed to many advances in military, aerospace and science, advances which were unimaginable even a few decades ago.

Other technologies, like   CRISPR gene editing have allowed for the eradication of single-gene mutations and also has greatly enhanced cancer treatment technology and it has also been useful in dealing with the problem of floods and droughts in the sense that crops can now grow quicker than 20 years ago, have higher yields and also can grow in those periods with terrible weather, providing more food to more people in the country. Also, cybernetic enhancements are becoming more and more popular, especially for people who are amputees, are blind or are paralyzed, same with   brain chip technologies for people who have brain/paralysis problems, however there are a few basic regulations to make sure this tech has its intended effect.

Basically, thanks to a rapid surge in   automation,   foreign investment and   technological innovation during this decade, the Balkan Federation has seen record growths when it came to its economy & technology. While technically a lot of people lost their jobs, this was offset by a new wave of jobs created by the rise of this new form of automation. Unemployment would go down from a high of 10% in the mid-2030s down to just 3% today as automation jobs like drone operators, tech repairers, software engineers, programmers etc. would either keep their jobs or be heavily expanded and also improved upon using artificial intelligence, providing high levels of pay with less working hours (average: 14 hours/week, instead of 40 hours/week), so around 2 hours per day of work.
