Modern Communism, also Democratic Communism, and Z-Communism, is an economically left ideology that combines stances from Communism, Orthodox Marxism, Social democracy and Social capitalism. Modern Communism is a contemporary ideology, with a focus on blending the principles of economic equality, individual freedom, social welfare, and a post-capitalist society. It incorporates aspects of Orthodox Marxism while striving to ensure decent lives and opportunities for everyone.
Key Principles of Modern Communism
Economic Equality with an Incentive to work
Modern Communism aims to create economic equality by having everyone share in the ownership and provision of basic goods and services. It also acknowledges the significance of individual drive and ingenuity. The funding of social assistance programmes and the encouragement of productive work are ensured by a progressive tax system, which ensures that those who earn more contribute proportionately more.
Individual Freedom and Choice
Modern Communism places a high value on the right to personal freedom, autonomy, and happiness. Citizens have the freedom to choose their own job routes, engage in creative activities, and make life decisions while still advancing the common good.
Robust Social Welfare
Modern Communism places a high value on a comprehensive social welfare system that ensures all citizens have access to basic necessities including housing, healthcare, and education. It guarantees a safety net that shields people from adversity and poverty while encouraging a sense of security.
Post-Capitalist Society
Modern Communism seeks alternative economic models that put human welfare above profit in order to foresee a transition away from traditional capitalism. In order to lessen financial disparity and environmental harm, it advocates for worker cooperatives, ecological lifestyles, and ethical consumption.
Incorporation of Orthodox Marxism
In order to formulate its economic policies and political methods, Modern communism draws on orthodox Marxism. These features include class analysis, historical materialism, and the critique of capitalism.
Decent Lives for All
Every citizen should be able to live good lives, according to Modern communism. To ensure that no one suffers because of their socioeconomic background, it covers housing affordability, education quality, and healthcare access.
Democratic Governance
Modern Communism places a high value on democratic representation and decision-making. It promotes citizen involvement in the creation of policy and ensures that public servants are held accountable.
Healthcare system
Modern Communism wants single-payer universal healthcare (inspired by the Beveridge Model) to ensure that every citizen, regardless of class, is cared for and has equal access to standard healthcare.
Modern Communism provides free healthcare and prescriptions for under 21s and over retirement age. Those in between will just pay a small quarterly fee for GP appointments and prescriptions that way nurses, doctors and basically every other profession within the healthcare system will be able to have a raised salary. Modern Communists also believe in the abolition of some senior roles that realistically play no crucial role in any process of the management and therefore by removing them and their ridiculously high salaries and by getting other senior roles to manage more (they definitely can), more workers are able to be paid higher, which will attract more people to work in healthcare and provide better healthcare for the public
(note that this is written under the impression that the NHS - National Health Service - is established. other countries may not have free healthcare and so establishing free healthcare is a strong belief of a Modern Communist)
In a Modern Communist view, institutional providers should be brought under public ownership, but cooperatively managed with the inputs of all healthcare workers within. On top of that, a public office can be set up to manufacture generic drugs and their active ingredients for which a patent has been licensed, making prescription drugs even more affordable.Because the government would assume nearly all of the healthcare costs, this provides an imperative to minimize health problems, which is a better approach than trying to restrict healthcare access. Some ways to promote better health outcomes are:
- Subsidizing the injection of vaccines, and even mandating its use in crowded areas
- Issuing a brief lockdown in an event of a pandemic to curb its spread
State interventions
Modern Communism believes that employers that fire their workers for an unjust reason are hurting the working class and must be regulated. Modern Communism wants to make it mandatory for businesses to have a just cause when terminating someone.
Modern Communists believe in a national minimum wage, that is adjusted according to inflation levels and the minimum requirements to live a decent life. This will be controlled by a board of insiders and economical experts that will be able to predict economical changes and help the government prepare for economic depressions.
Modern Communism supports the creation of an economic constitution, inspired by the one implemented in West Germany. If it is discovered that a business is using predatory pricing or other anti-competitive tactics to enhance its market share, it will be properly operated as a nationalised firm. Other businesses would be cautioned not to conspire with one another by this. Modern Communism seeks to abolish the political influence that rich employers have on the pure basis of having money. This is because Modern Communism aims to give everyone a voice in politics, not just those who can afford their way into it.
Modern Communists seek to keep the current Central Banking system in England, though they wish to incorporate some reforms to the current capitalist system. This will be done by the use of Social Corporatism.
Tax system
Modern communists want to implement tax systems, near-identical to that of an Evolutionary Socialist:
- Land value capture (as close to 100% as possible)
- progressive-income tax
- Value-added tax (a uniform 25% rate on consumer goods)
- Inheritance tax (60%)
- Net worth tax (wealth above a million dollars will be taxed at 5%)
- Pigovian tax
Social safety net
Modern Communism aims to introduce many welfare benefits to provide a safety net during financial uncertainties. Some of these include:
- Universal basic income for those nearing extreme poverty or for those looking for work (provided for during a limited timeframe)
- Monthly child benefit, depending on the number of kids parents have
- State-subsidized Ghent unemployment insurance funds
- Disability insurance
For any welfare state, a large workforce is essential because they contribute the essential tax revenue. Because of this, Modern Communism supports government aid that will make it simpler for people to get employment. the Modern Communist government would launch a brand-new, publicly-funded employment agency for the unemployed to help them get placed in ideal jobs. This employment agency will provide a short, concise crash-course on how to be employable and will provide people with an employability qualification at the end of the course, in which they can use to apply for jobs with. Those who take the test will be professionally-trained and incentivised to work.
Real estate
Modern Communists believe that a home is a right of everyone. Modern Communists support the building of new apartment complexes in order to create more homes for everyone.
Of course, just relying on the private sector won't be enough. That's why Modern Communists thinks the public sector has a big role to play as well. In the spirit of Finland's Housing First policy, tons of mixed-income homes are provided to the homeless unconditionally by local and national governments, with an emphasis on manufactured homes to lower their construction costs. These houses would be operating on a cross-subsidization model, with excess profits from market-rate buildings subsidizing the rents of lower-income tenants. Additionally, tenants will gain access to social services that treat their mental health issues, if the need arises.
Besides state ownership, Modern Communists support personal ownership of homes. They would support the establishment of a "right-to-buy" policy, which would allow all tenants to eventually purchase more shares of the properties they currently occupy.Modern Communism supports the Singapore Model, where 90% of the land is held by the government but can be leased to private developers for the best possible use through a competitive bidding procedure. This programme operates mechanically in the same way as a very high land value tax since the government would then be able to collect the value of unimproved land. Modern Communists want all remaining land that is not owned in common to be held by land trusts, which set price ceilings on resale homes to keep them affordable for low- and middle-income buyers.
The organization of the state
Because the form of communism that Modern Communists envision contains many public industries managed for the good of all, it follows that robust and democratic institutions should be incorporated to increase the public sector's effectiveness, and make sure the interests of the wider society are taken into account.
Therefore, the inclusion of political democracy is, to a large extent, the precondition of any left-wing politics.Modern Communism finds a lack of popular participation in current governments to be concerning, therefore a semi-direct democracy to rectify that, where the people can vote for and subsequently recall their representatives. The citizens also have the ability to vote in referendums and popular initiatives. Modern Communists believes such a system is important to further empower everyone to the influence of corporate interests, and it's a way to pass progressive agenda more easily.
Modern Communism deplores the first-past-the-post system. ModComs dislike how third parties only have a slim chance against the two main parties, leading to a participation crisis and a democratic deficit. In their opinion, it might make sense to go for a Mixed member majoritarian representation system that combines a Ranked-voting with a proportional voting system. That way, multiple political parties are encouraged to form a coalition, gaining a majority to govern.
A Revolution
Modern Communists believe that the best way for communism to be achieved, is by the rapid progression of capitalism, to the point where society becomes a broken and twisted one with the complete suffering of the proletariat. This will encourage the proletariat to fight back and revolt against the government, taking over its rule and developing a communist constitution.
A Communist Democracy
Ideally, under a communist democracy, the ModCom party would have been elected. This means that a large group of the public want a Modern Communist rule. However, In order for true democracy to be in place, those who did not wish for a communist party must still be taken into account.
For example, Capitalists should not be thrown aside under a government that completely undermines their beliefs. Due to this, areas with capitalist majority will be allowed to continue free market trade under their local councils governance, which will take direct orders from the Modern Communist government, as long as they're benefitting the economical growth of the communist majority. Whilst communism seeks to eliminate hierarchies and inequality, those who are trapped inside the capitalist mindset cannot easily see from the communist eye. Areas called comitalswill be put in place where local councils are capitalist majority. Those who are successful in comitals and are able to make a fortune out of free market trade will receive a heavy tax, with 30% going towards their chosen sectors to bridge the gap between their financial upper-hand and the rest of the country's and 70% going towards raising the region's minimum wage or the countries healthcare system, but in return will receive a seat or influence in their local council and will be able to join a group of people from other political views to create regional assemblies that allow for a democratic process in which the policies proposed from or to the government for the region are discussed and reviewed. This approach takes a look at an incentive to work beyond capitalism that seeks to give others political influence through hard-work.
As discussed before, these Regional Assemblies aim to further engage the public in the democratic process, but also to increase the ideological franchise of people who are involved in the democratic process. For readability purposes, these Regional Assemblies will be called DemCons.
Let's theorise that there are 3 different parties in power either in local councils or government. 1. Modern Communists 2. Capitalists 3. Greens Modern Communists will be elected for DemCons by u Worker's Unions and the general public in different regions. The Greens will also be elected for DemCons by workers Unions and the general public. DemCons will also have a select amount of seats reserved for pressure groups that are voted in each time by the general public. These pressure groups have the ability to be voted in every DemCon or just one, depending on how recognised their campaign is.
In order to ensure gender equality, in each DemCon there must be an equal representation of the sexes. Furthermore, a board called femcom which consists of only women, will be responsible for observing and regulating the equality of the sexes and equal political representation of the two.
