    Getulism or Castilhism is an economically centre-left, statist, strongly paternalist, populist and nationalist ideology based on the ideas of Júlio de Castilhos and more prominently brazilian dictator and president Getúlio Vargas, who ruled the country both as an elected official and dictator through a total of 19 years.

    Getúlio was heavily inspired by european fascists during his time as a dictator but shifted further left after WW2, being a prominent figure of the left-wing populist and labourist Partido Trabalhista Brasileiro during the fourth republic, the ideology believes in creating a strong centralized state lead by a paternalistic figure whose duty is to create a moral regeneration of society through public policies meant to uphold the welfare of the collective and disdains individual self-interest.

    In the modern day the legacy of Vargas is mainly upheld by the ideology of "Socialismo Moreno" held by key Varguist politicians, João Goulart and Leonel Brizola and their modern followers in the Partido Democrático Trabalhista, being a Populist, Labourist, Left-Wing Nationalist, Economically Interventionist and Developmentalist movement.

    History

    Rise to Power

    Castilhism arises as an ideology in 1882, during a time where Brazil was ruled by an oligarchy who rotated power between states every presidency called the República Velha, with the creation of the newspaper "The Federation" and the eventual creation of the Partido Republicano Riograndense, with Getúlio Vargas being among the founders of the party, Castilhism would remain a prominent ideology in the state for much of the República Velha with Vargas being elected governor in Rio Grande do Sul and eventually becoming Minister of Finance during the presidency of Washington Luiz.

    In 1929 the paulistas oligarchs would nominate another paulista for the presidency, breaking the accord of the República Velha that require rotating presidencies by the states, in response the mineiros decided to support the candidacy of Getúlio Vargas, after the 1930 elections Júlio Prestes, the paulista candidate, would win the election, however he would never take charge of the country as he was deposed by a military coup in October 1930 that would install Vargas as the chief of the government a month later, ending the República Velha and beginning the period of the Provisional Government and the Vargas era.

    Vargas Era

    With the Provisional Government Vargas was given ample powers and ruled through decree alongside ministerial cabinet that would act as an adviser council, through decree Vargas would heavily restrict immigration in order to avoid the number of unemployed and in that same decree made so every brazilian company have atleast 2/3 of its workers be brazilian, and through another decree regulate the formation of trade unions by making it so they're required to be approved by the Ministry of Labour, he would also restore warm relations between the brazilian state and the catholic church, facilited by a decree that restored religious studies in public schools, in 1932 the São Paulo state would launch a constitutionalist revolt to overthrow Vargas which would fail, but would eventually lead to redemocratization, with parliamentary elections being held in 1933 and a constitution being promugated in 1934 that would restore democratic governance, that constitution would be heavily criticized by Vargas and his government as being too inflationary and too liberal to deal with subversion.

    Still in 1934 there was a indirect election by the Congresso Nacional to elect the new President of the Republic, which Vargas would win with 173 votes against the runner-up who had 59 votes, thus starting a democratic mandate known as the Constitutional Government, during this governance Vargas would more pass the Law of National Safety that would allow for more rigorous combat against the subversion of the public order and create an official radio program with government news, in July of 1935 Vargas would ban the Aliança Nacional Libertadora, a communist, pro-soviet movemento and arrest many of its partisans, this would lead to the Intentona Comunista, a communist coup attempt that made Vargas decree a State of Emergency and Martial Law and ammend the constitution and pass laws to consolidate power in his hands, he would defeat the coup but in 1937, one year before the elections he would do a self-coup using a supposed attempt at a communist coup, he would close the Congresso Nacional and enact a new constitution that same year, known as Polaca, giving total control of the executive power and instituting the Estado Novo.

    With the Estado Novo Vargas would abolish all political parties, curb regionalist sentiment, create an authoritarian police state that would torture political dissidents and spread propaganda, he created a cult of personality around himself, and enacted corporatist policies inspired by the Carta del Lavoro, he would join WW2 in the side of the allies and after the war the strong pro-democratic sentiment of country who went to war with the axis to fight for democracy and against fascism lead to people wanting to oust Vargas from power as he himself was a dictator, in 1945 a clique of army generals would overthrow him and reestablish democracy in Brazil.

    In 1950 he would run for president under the Partido Trabalhista Brasileiro on a populist, personalist, and pro-labour campaign and be elected, assuming the presidency in 1951, establish a technocratic cabinet that he called the "cabinet of experience", Vargas would extend workers' rights among other welfarist populist measures, after an assassination attempt against a political opponent that was attributed to him army generals would demand his resignation from the presidency and to avoid a coup Vargas would kill himself in his home with a shot to the heart in 1954.

    Post Vargas

    After Vargas' death the getulist politicians of the PSD and PTB would continue influential through the country and maintain the developmentalist, populist, labourist ideology of Vargas, João Goulart, which was introduced to politics by Vargas, would eventually become president after the resignation of Jânio Quadros but be deposed by the military after siding with workers' in a mutiny and attempting to pass a number of pro-worker and pro-welfare reforms, leading to a period of military rule, after redemocratization Getulist elements under Leonel Brizola (which is known as "the last heir to Vargas") would found the Partido Democrático Trabalhista which would follow a doctrine called "Socialismo Moreno" that would be heavily influenced by Getulist ideology.

    Beliefs

    Castilhism holds three basic principles:

    • Choosing rulers based on their moral purity and not their popularity.
    • In politics partisan disputes must be eliminated and instead virtue should be valorized.
    • The ruler should regenerate society, and the State should direct the transformation and modernization of society.

    It sees the role of the state as a paternalist institution that is meant to guide the populace into a virtuous and modern society through the means of using the public good to ignore individual self-interest in the service of utilizing it for the realization of societal welfare and the creation of a strong State, so it manifests itself as a very authoritarian ideology with its populism being oriented around the paternal figure of the leader (Although that is only true during the Vargas Era, modern Getulism adopts a much more orthodox Left-Wing Populism) that through their virtue gives the people their welfare, under modernist principles the material prosperity of the State is also a goal, with it being achieved through modernization and developmentalism creating an economically developed, industrial and rich nation.

    The labourist aspects of the ideology are seen as a necessary step into creating a just and virtuous state, believing that the political powers that rule the country should give back to the society via public services and welfare as a social obligation to the population, welfare and workers' rights were a fundamental part of the legacy of Vargas, with Getulist governments being the ones that lead to the most advances in labour rights in the history of Brazil, and the labourist aspects of Getulism are the most advocated parts of the ideology to this day.

    Socialismo Moreno

    Socialismo Moreno (in english, Dark Skinned Socialism) is the political doctrine adopted by Getulist politicians after the death of Getulio Vargas and held by the PDT, it is the main heir of the Getulist ideological legacy in Brazil, as such it takes a lot from Getulism, mainly nationalism, developmentalism, economic interventionism and labour rights, with some small cliques seeing it instead as Democratic Socialism adapted to Brazilian circumstances.
