    Congressional Progressive Caucus

    The Congressional Progressive Caucus (CPC) is a congressional caucus affilarted with the Democratic Party in the United States Congress. The CPC represents the most left-leaning faction of the Democratic Party. It was founded in 1991 and has grown since then.

    Policies

    Economic

    The CPC stands for a fairer American economy that works for small businesses and working families over mega corporate conglomerates with economic policies that are aimed at curbing wealth inequality by redistributing wealth through welfare and taxation. The specific policies include:

    • Preserving guaranteed Social Security benefits for all Americans, protecting private pensions, and demanding corporate accountability.
    • Investing in America and creating new jobs in the U.S. by building more affordable housing, rebuilding America’s schools and physical infrastructure, cleaning up our environment, and improving homeland security.
    • Ending poverty wages by raising and indexing the minimum wage.
    • Rewriting our broken tax code so that billionaires and big corporations pay their fair share.

    Trade

    The CPC believes American workers are being exploited by unfair trade deals like NAFTA, which have rewarded corporations that offshore jobs, driven down wages, and increased unemployment and underemployment. For decades, the American people -- and workers around the world -- have been sold a rotten deal where giant multinational corporations pit workers against each other in a race to the bottom, destroy our environment and erode hard-won workplace protections in the process.

    Working families can and should expect more from our trade deals. That’s why the Progressive Caucus released a first-of-its-kind progressive trade framework, which details a new trade paradigm with robust binding labor and environmental standards, an open and democratic process for renegotiating; an end to the secretive, investor-friendly tribunal system that gives big corporations special rights; an expansion of Buy American procurement provisions; support for communities of color disproportionately harmed by NAFTA; and an end to corporate handouts that promote monopoly power.We recognize that trade is essential to our global economy -- but the old model is broken. It’s time for a new model of trade deals -- one that’s fair, sustainable, and empowers workers and communities.

    Democracy Reform

    The CPC believes that our democracy has been corroded by the influence of big money in politics. The flood of money from special interests and wealthy donors has rigged our political system and drowned out the voice of everyday families. At the Progressive Caucus, we are committed to serving as a voice for working people, putting people over profits, and expanding access to the ballot box. We’re working to end the revolving door for elected officials, implement stringent transparency standards for all presidential and vice presidential candidates, provide public financing for elections, grant D.C. long-overdue statehood, and stop the flow of money in politics. We must restore our democracy to the people, where it belongs.

    Justice For All

    The CPC is committed to dismantling racist, misogynist, xenophobic, and ableist institutions and systems. We must confront injustice and bigotry head-on, by ensuring that all legislation passed through Congress is intersectional and explicitly anti-racist in its intent. America’s racist past in evident in every crisis facing our nation today: environmental racism and climate change, our unequal and ineffective profit-driven health care system, our punitive and racist criminal justice system, attacks on reproductive freedom, our segregated education system, a broken foreign policy paradigm that pours unlimited dollars into endless wars overseas while neglecting communities at home, and attacks on worker power that leave communities mired in poverty. At the Progressive Caucus, we are working to dismantle the legacy of racism, misogyny and xenophobia, so all people can live with peace, dignity and security.

    Education

    For decades, our federal government has shortchanged students and teachers, while pouring seemingly endless amounts of money into militarism. As a result, millions of children attend schools in crumbling classrooms with no heat or air conditioning, teachers are forced to take on second jobs or leave the profession entirely to pay the bills, and college students graduate saddled with decades worth of student debt. Our unequal funding structures have also contributed to the resegregation of public schools and a persistent achievement gap for students of color and low-income students.

    At the Progressive Caucus, we recognize that funding education is one of the most critical investments that Congress can make. We support new, forward-looking and comprehensive investments in early learning opportunities, effective 21st century public schools and college free of debt. In addition, Congress must do more to support and fund teachers and education professionals, so they can work with dignity and enable student success. Lastly, we must ensure our commitments to students last through college -- because any student who wants to go to college and get their diploma should be able to graduate without a lifetime of debt.

    Climate Justice

    We are in the midst of an unprecedented and deadly climate emergency. The Progressive Caucus strongly supports a Green New Deal to take immediate, necessary steps to protect current and future generations from the deadly impact of climate change. The climate crisis was created by a broken political and economic system that prioritizes corporate profits over the health and safety of our communities. If we are to address the full scope and scale of our global climate emergency, we need a new approach — one that recognizes environmental justice and economic prosperity must go hand-in-hand. The Congressional Progressive Caucus is committed to confronting this crisis with a bold vision that achieves zero emissions, creates millions of high-quality and sustainable union jobs, and centers frontline communities. We must act with urgency and vision to eliminate our reliance on fossil fuels and create a clean-energy economy that supports green jobs with livable wages and draft these policies through a lens of environmental justice, to support the communities of color who have been disproportionately impacted and displaced by climate change. We cannot afford to wait — Congress must recognize this as a crisis and move quickly to address this emergency before it’s too late.

    Immigrant Rights

    For far too long, our laws have denied immigrant families basic dignity and human rights. Children have been separated from their families, parents have been deported after decades in this country, and Dreamers have spent years of their lives in limbo. The Progressive Caucus supports a full overhaul our inhumane immigration system — including passage of the Dream & Promise Act, a pathway to citizenship for the 11 million undocumented immigrants in the U.S., due process in our immigration system, and a permanent end to xenophobic travel bans. Congress must also tackle the bloated DHS budget and reimagine our immigration system to prioritize dignity, fairness, and opportunity for immigrants seeking a better life in the United States. Just and humane immigration reform is critical, in keeping with our history as a nation of immigrants.

    Building Worker Power

    American workers are working harder than ever and getting less and less for their effort. This is a result of a decades-long effort by corporate special interests and right-wing politicians to undermine the power and protections of workers. But while the rich and powerful are doing everything in their power to stop workers from exercising their rights, everyday people are organizing and mobilizing in record numbers to build worker power.

    Workers understand the power of organized labor -- more than half of all un-unionized workers say they would join a union, if given the option. Workers know that organized labor means better jobs, higher wages, and stronger protections in the workplace. At the Progressive Caucus, we’re fighting to expand labor protections to all workers -- starting with passing the Protecting the Right to Organize (PRO) Act, which ensures that workers are protected and empowered.

    Progressive National Security

    The Progressive Caucus is fighting to rein in bloated Pentagon spending, end America’s unauthorized forever wars, and rebalance our priorities abroad through robust investments in diplomacy, sustainable development, and humanitarian assistance. The United States spends more today on the military than at any time in our history – while at the same time, the Trump Administration has hollowed out essential diplomatic and humanitarian infrastructure. At the Progressive Caucus, we believe Congress should reduce conflict and foster peace – not issue blank checks for endless wars. By adopting a new global security posture that balances defense, diplomacy, and development aid, we can advance the goal of peace, rein bloated spending, and create greater economic prosperity for families here at home.
